Kellogg hasn't aged like Shawn because he has been consuming a special serum that slows down the aging process. This serum was developed by the Institute, where Kellogg was a prominent figure. Additionally, Kellogg's exposure to advanced technology and medical resources in the Institute may have also contributed to his youthful appearance. It is likely that Kellogg's access to these resources has allowed him to maintain his appearance over the years, unlike Shawn who has aged naturally. **

If Dogmeat is lagging while searching for Kellogg in Fallout 4, there are a few things you can try to improve his performance. First, try restarting the game or reloading a previous save to see if that resolves the issue. You can also try giving Dogmeat a different command or task to see if that helps reset his behavior. If the lag persists, you may need to look for mods or patches that address performance issues with Dogmeat specifically. Additionally, make sure your game and system are updated to the latest version to ensure optimal performance. **

In Fallout 4, Kellogg's apparent youth can be attributed to the fact that he underwent extensive cybernetic enhancements, including implants that slowed down his aging process. These enhancements allowed him to live for an extended period without showing signs of aging. Additionally, the advanced technology in the Fallout universe may have contributed to his prolonged youthfulness. **
